The Flemish Government decided to start a sustainable mobility plan, in order to reduce its CO2 emissions by 40% by 2030 in the use of its service vehicles. Procurement had to work out this global environmental objective. The procurement plan included mobility studies, fleet electrification, car sharing, alternative transport modes, etc. The objective of the project was to offer a wide range of sustainable mobility solutions for all entities of the Flemish Government, in order to offer suitable solutions for the entire organization for the wide variation of tasks.

The context for the Luminus Procurement Department was becoming increasingly complex, the relentless pursuit of cost savings initiatives had reached its limits and rapidly changing business environments put Luminus’ procurement professionals under pressure. The team decided to move away from the traditional transactional business model with a focus on cost savings to a model focusing on value creation. The core of all changes was to take the people within the purchasing department on this journey, to achieve a change of mindset and approach. Further on by changing the internal organization, simplifying processes and re-defining performance criteria, procurement was able to stay involved, increase customer satisfaction and bring additional value to the company.

Fiber for Belgium is an ambitious 3 billion € investment plan of Proximus to bring future-proof networks to all customers. Seen the strategic importance and the exponential growth of this spend, cost control and value sourcing are critical for this category. This context required a flexible sourcing strategy, implying a cultural evolution and a strategy that focused on demand management, product simplification, cross functional collaboration and increased supplier competition. Historically the traditional role of procurement at Proximus was rather narrow, but recently it has evolved into that of a trusted business advisor and change agent.
